It's not in the Bible, so don't bother to ask. Not everything pertaining to Christianity is in the Bible.
Actually there is a scripture referring to this doctrine, but it doesn’t specifically mention children.

The whole doctrine and mystical practice you are referring to stems from this scripture fuelled by the opportunity to make money from the surviving relatives fear of the other false doctrine … eternal suffering.
