I have noticed that presidents in recent history only get a second term if they invade other countries or escalate wars that have already been started by a previous presidents.

Kuwait was slant drilling under Iraq stealing Iraqi oil. The Bush administration led Saddam to believe the USA would not get involved if he handled it on his own. Since the USA was allies with Iraq at the time Saddam did not have reason to doubt that.

In fact H.W. Bush is an example of those other variables in play that I mentioned above. He was fantastically popular in polls (in the US anyway) when he went to war with Iraq, but voters did not forgive him for reneging on his "Read my lips: no new taxes" promise in 1988.

- That he had the bad luck to go up against one of the most talented politicians in American history
