Earlier today I was reading an article about Ezra Miller which made it clear that calling someone "they" can be grammatically and referentially confusing in some contexts, inasmuch as the person referred to is singular rather than plural, grammatically speaking.

(No, Walt Whitman, no, just no. Please stay out of this.)

So, what could we propose as an alternative for American English? Do the people of the Anglophonic Dominion have any suggestions?

Deliberate misgendering would be akin to harassment, which people are already protected from in the workplace.
The word "deliberate" is not relevant.
It is - as you pointed out, harassment, which is illegal and will land you in jail.

I've heard State prisons can be like that and I am sure they were definitely like that in the 1930's and 1940's.

I was in the Federal system which is not like the "movies"
