No, he was the legitimate leader of the MPLA, self-declared top dog party of Angola, but in fact not really. The first national Angolan elections took place in 1992.
After the death of Angola's first president, Agostinho Neto, on September 10, 1979, José Eduardo dos Santos was elected as President of the MPLA on September 20, 1979, and he took office as President of Angola, President of the MPLA, and Commander-in-Chief of the Armed Forces on September 21. He was also elected as President of the People's Assembly on November 9, 1980
Would you clarify? I know Wiki cannot be trusted, but it's often a pretty good source of info.

That said, the MPLA was the most powerful group when dos Santos took over. Of course, the USA saw fit to prolong the war by supporting Unita.

Free websites, vs hard sources being on paper.
But logic ought to suffice: the 1979 election was not a national election (the first in Angola being held in 1992); therefore Dos Santos was not elected president of Angola, only president of the MPLA.

That's Vichy France; I'm not sure if it's applicable. I mean, I'm not sure it's correct to say that France was having a civil war. Even so, there were still (Free) French people persevering in the face of horrific struggle.
He did the right thing, and I'm glad he did - the Nazis were horrible, horrible people - but it's true.

The illegitimacy of the Vichy government is an interesting question. Can a government that surrenders its sovereignty still claim to be a government?

Not until the new government was set up.
