There is a strong correlation between eating and drinking habits and early death so that it is not surprising that the locations where the inhabitants tend to indulge in unhealthy items of diet (not, as the Socialist myth would have it, because they are cheaper but because they are preferred) have higher death rates than elewhere.

Many areas of the UK never recovered from the systematic destruction of the manufacturing sector that took place in the 1980's.
The ones that survived converted, like much of the UK, to the financial or service industries.
Unemployment, (or rather well below average levels of employment) low-paid work and lack of investment in infrastructure over the years has led to areas of unequal wealth in the UK much more than these mysterious "cultural" reasons. Whatever those are!
If you are unemployed or earn say £18k per year you're hardly likely to spend £40 a month on gym membership and be sluicing-down the latest expensive health-fad foods!
