Well, how are you so certain that corruption is not as bad in Portugal as it would seem from CPI? Surely you must base this on actual data rather than just nationalist sentiment?
Google scholar shows me papers that show income inequality is overwhelmingly due to education inequality.

From there you started with the sad accusations of nationalism because you had no answer. In fact, the only reason you put Portugal alongside Italy regarding corruption is prejudice. Same as the sad individuals that lump African or Latin American countries in one big basket, you do the same for Southern European countries. Moreover, your refusal in admitting you actually don't know anything about corruption in Portugal (beyond an index that you agreed is biased by prejudice) seems weird.
"Accurately"? More weasel words. What is an "accurate" estimate of the extent of corruption? There isn't any.
