It’s the UN research panel, consisting of thousands of reaearch institutes and scientists.

People with different ideas than the "current" status quo of a scientific field. Like "the earth is the center of the universe", "time and space are not independent", ect... look it up... There is a long list of maverick thinkers who's ideas were rejected and weren't proven correct until after the deaths.
