It's low-to-middle income earners who need the support. The rich tend to save money rather than spend it, particularly so at a time of economic crisis. Lower income earners have less choice about whether they spend their money, because it's spent on more basic needs. It's all about the declining marginal utility of money.
These principles are good ones in general, but are of more acute importance during this time of economic crisis.

just a R or D issue. People need to stop worring about Republicans
or Democrats getting over and start worrying about the public getting
screwed, because there is a huge power grab taking place and I do
not see either party doing anything to stop it, they are basically
pushing this along in the name of fairness.
