That would be like a guy saying that a dangerous device is on an aircraft, which results in all 400 passengers being deplaned, causing great inconvenience, some not remedial.
That is what this man has done. He (said) that there was a fire threat, and all of the congressman left the building (deplaned).

Because it would have to be clear, for your 14th Amendment comment to make any sense. So please back up one click and tell us your basis for such a statement, it has no meaning as you present it.
