Yes, it would mean bringing them home...with victory. It does not mean calling them rapist and baby killers. When Bush needs more money for war, he has to ask Congress for it, but Congress likes to pretend to uphold it's Constitutional duties and pretends to withhold the funds for awhile, so Bush accuses Democrats of failing to "Support the Troops", so they pass more war spending.
but this is nothing more than political posturing, because the Bush admin's actions show very little Support for the Troops.
to my analysis, Bush regards the men and women in the armed service as no more than cannon fodder for his wars. If he cared, then why force redeployments for servicemen who have been in Iraq for years? Why did the Bush admin cut Veteren's benefits by $1billion? Why do they refuse to adequately fund VA hospitals? Why have troops had to buy their own body armor on a salary scale that pales in comparison to corporate mercenaries doing the same jobs?
considering these, how can Bush claim to Support the Troops? Bush's actions indicate not only that he does not support the troops, but holds them in great contempt.
