Splash it on a public wall and add a crude drawing so that it may be considered as 'Art' by some on the forum.

There is no way to "constructively" paint on somebody else's property. They can paint away to their heart's content on their own damn property. And if they can't afford afford their own property, then they can make some money buy getting a job instead of marking on walls like spoiled three-year-olds.
