To answer your question... "People who are afraid" dare not "risk" the responsibility of defending themselves. They are of the sheep mentallity. "Hey! I'm a sheep. The dog and the shepherd are in charge of my safety! Hey. I'm a sheep. All good sheep are like me. Only wolves are not good sheep."
