Regardless of what Congress has or hasn't done in the past, the Constitution is clear.

News reports are coming in this morning revealing that the leaked telegraphs from the UK ambassador to the US included the revelation that “Trump left Iran nuclear deal to spite Obama”.
Britain's ambassador to the US said Donald Trump abandoned the Iran nuclear deal in an "act of diplomatic vandalism" because it was agreed by his predecessor Barack Obama, according to the latest leaked cables.
The May 2018 memo was said to have been written by Sir Kim Darroch after a visit to the US by Boris Johnson, then foreign secretary and now frontrunner for the Tory leadership, who was making a final attempt to keep America in the deal.
From the linked report. Sir Kim told Mr Johnson:
"The outcome illustrated the paradox of this White House: you got exceptional access, seeing everyone short of the president; but on the substance, the administration is set upon an act of diplomatic vandalism, seemingly for ideological and personality reasons - it was [previous US president] Obama's deal”
"Moreover, they can't articulate any 'day-after' strategy; and contacts with State Department this morning suggest no sort of plan for reaching out to partners and allies, whether in Europe or the region."
If this is true then it marks the US out as being a clear threat to global stability and for the first time in 50 years or more, the US being the potential purveyors of a nuclear holocaust.

It is ironic that Trump has not started a war so far. He threatens it a lot though. Either he wants to go to war and sees it is not in his best interest so changes his mind or he is stupid for thinking his bluffing will work in the future.

It wasn't Trump's stupid idea, it was the stupid idea of the "powers that be" from behind the scenes. They thought they could renege on the deal to negotiate a better one. It backfired. The CFR are bunch of idiots caught up in "group think" and think Iran is going to trust liars trying to exploit. It doesn't work that way.
You need to remember Kissinger is advising Trump. Trump doesn't come up with stupid ideas on his own.
