This is not an instance where there has been a sudden, unprovoked attack on the US where principles of self-defense might justify immediate action.
Regardless of what Congress has or hasn't done in the past, the Constitution is clear.

It is ironic that Trump has not started a war so far. He threatens it a lot though. Either he wants to go to war and sees it is not in his best interest so changes his mind or he is stupid for thinking his bluffing will work in the future.
