Epps had told the FBI he trespassed on Capitol grounds and admitted that he told people to go to the Capitol and try to enter it. Trespassing in restricted areas, impeding the duties of the Capitol Police and obstructing Congressional business all carry federal consequences

Are you claiming the capitol grounds is not a restricted area?
Oh please. They'd have to charge 10,000 people at least for that minor misdemeanor for what happened on January 6, 2021. And even the ones who entered the Capitol but did nothing else aren't getting any jail time:

"The defendants who haven't received any prison time are often fined, and sentenced to a combination of probation, community service and home confinement, depending on the nature of the case. The vast majority of these defendants are charged only with "parading or demonstrating in a Capitol building," which is a misdemeanor."

Griffin's case was probably a bad prosecutorial decision (he got only 14 days in jail) but still he did far more than Epps:

"Assistant US Attorney Janani Iyengar said Griffin climbed over metal bike racks, up a plywood ramp and shouted over the crowd about his belief that the election was stolen from Trump."

"After climbing over a stone wall and entering a restricted area outside the Capitol, Griffin said, “This is our house … we should all be armed,” according to prosecutors. He called it “a great day for America” and added, “The people are showing that they have had enough,” prosecutors said."

Couy Griffin was charged and Ray Epps was not. Why?

Epps had told the FBI he trespassed on Capitol grounds and admitted that he told people to go to the Capitol and try to enter it. He told people to go to the Capitol and try to enter it. That is Disorderly conduct.

Ray Epps committed several crimes. Disorderly conduct, trespassing on Capitol grounds, seditious conspiracy. I might be able to think of more.

Here's something actually relevant and interesting; several court decisions have ruled that even an honest belief the election was "stolen" is not a defense to criminal charges for trying to stop the certification:

"“Even if Mr. Hostetter genuinely believed the election was stolen and that public officials had committed treason, that does not change the fact that he acted corruptly with consciousness of wrongdoing,” wrote U.S. District Court judge Royce Lamberth. “Belief in the greater good does not negate consciousness of wrongdoing.”

Lamberth noted that Hostetter was “actively cheering on rioters” during the insurrection, and the Trump indictment points out that the former president “exploited the disruption” in a bid to remain in office despite his loss.

Appeals court judge Justin Walker also ruled in April that the corrupt element in Capitol riot case could mean "unlawful benefit," which would require prosecutors to simply argue that Trump sought to obtain a benefit to which he wasn't entitled -- remaining president because Congress had not announced Biden as the next chief executive."

IF the "Deep State" "stole" Trump's "landslide" victory why did they proceed with a "false flag" operation on January 6, 2021 to delay Congressional certification of the "Steal"? You'd think "they" would want to get that last hurdle over ASAP, wouldn't you?
