You just admitted that the Mayor of Chicago implemented a racist policy but that you can pretend to ignore it because you want to highlight other racism. If you want to eliminate racism, don't find new opposite forms. People will justifiably resent her racist policies and will feel that one of the risks of having minorities is power is that they will intentionally implement anti-majority policies.
If it was an ongoing policy then it would be an issue with legal consequences I would imagine.
If she was a racist she would do what racist employers all over the US and UK do and not announce any such ‘policy’ but just implement a hidden racist recruitment policy with a nod and a wink to other racist black folks.

Is the Chicago's mayor's new defense that "it is no big deal to be racist because I only do it once in a while" available to everyone? For example can we excuse the actions of cops who implement policies once in a while in a racist manner or an employer who once in a while excludes minorities from the opportunity to do a small job? Or is the defense available just to black policy makers who feel that highlighting issues that are important to them excuse their obligation to treat people fairly?
