The video is brutal, he's lucky the three of them didn't kill him.
I looked up the judge, the picture of him came as no surprise.

And according to the article you cited, the defendants had no prior criminal records.
Release without bail seems perfectly reasonable in this case.

What may or may not have happened in a hypothetical future is irrelevant to bail decisions. Since the cop didn't even receive a "physical injury" according to the definition in the NY Penal Law (https://www.newyorkcriminalattorneyblog.com/new_york_physical_injury_assau_1/), in all likelihood these defendants will be offered plea bargains with no or minimal jail time and probation. That doesn't warrant pre-trial custody. Bail is for when there is a serious risk of flight not for added punishment before guilt is legally established.
