Coolidge was a one term president,
the dam took 7years to build.
Roosevelt's WPA finished the project,
as you mention, 'under budget, in record time.'
It was originally called, 'The Boulder Dam.'
There was 9 years in between the proposal to build the Hoover Dam and the beginning of construction. Mostly, states were arguing over water rights but also there were environmental concerns.

Instead it was built and completed for less than the proposed budget and in less time than predicted, an unheard of thing for a gigantic govt project.

As long as there was a Democrat in the Executive suite, there's absolutely no way - in today's climate - that Republicans would allow the Hoover Dam to be built.
