If you are too dumb to learn how to read then no amount of money can fix that.
Plenty of inner city schools only have non white teachers and non white students.

I do not doubt that a nation that treats poverty as a personal shortcoming rather than something to be tackled by macro and micro economic policies will have high levels of illiteracy.
