Why are we targeting innocent civilians and fooling ourselves into thinking it hurts their leaders? It only hurts their leaders if they are overthrown, but I don't see much of that happening to the countries that are being heavily sanctioned.

For a large resource filled country like Russia sanctions are purely an economic weapon that they will circumvent in time out if necessity.
I would say that the sanctions levelled against Saddam Hussain’s Iraq in the lead up to the 1st Iraq war were very much like a siege because they deprived the population of the basic necessities of life like food and medicine.
