In particular this may be something being researched as a defense against biological weapons.

So was funding gain of function research in the USA, so they outsourced it to the Wuhan lab. It isn't criminal if it is an accidental leak. Nobody will admit they did it on purpose. You used the word "cure". That is why someone might release it on purpose. They will think they are doing humanity a favor.
