So the money you won isn't taxed but if you buy something like a mansion and sell it later you have to pay the capital gains tax.

And he's not rich. If he's smart, he'll keep his job and still be a working class stiff. But now he'll have a safety cushion for retirement and a couple of things he's always wanted. Maybe a new car. Maybe a new house. But he'll still be the same person he was before. Let him have his dream.
