NATO should have been abolished long ago. Requiring a country to spend an arbitrary percentage of their GDP on military weapons they don't need is utter and complete idiocy.

The idea is simply to let them know that Spain can close the Pillars of Hercules or even help defend Latin America if they wanted so they'd get more respect and have a better negotiating position.
