Your first paragraph I agree with totally, but after that you go off the rails a little...
Those on benefits are notoriously bad at turning out to the polls, not exactly the best voter base to be pitching for. Those illegal immigrants can't vote until they're citizens, so they can't help those insidious progressives get into office either. As a smoker, whil as soon as I quit, rather than paying higher premiums whether I've quit the habit or not.

Why pensioners should get IB I do not know.
Generally, if a pensioner is on IB (or IDB, if a spouse died in work) their pension is usually minimal, 2-3 quid at most.
