When (not if) Democrats regain full power, probably in 2028, all these things and more can be passed into law. The Supreme Court can be expanded, as well as all the lower federal courts. Don't worry about tit-for-tat, just jettison the filibuster and get it done. No more drifting to the right or rear-guard actions. Draw lines in the sand, and dare Republicans to cross them. Otherwise what's the point?
Yes, Republicans could later try to reverse the new laws if/when they regain power, but they would have to do the work themselves, rather than hiding behind the robes of judges. I bet you they'll not have the balls. Look at the Affordable Care Act, for instance. They could have repealed it in 2017 when they had full power, but they didn't have the balls.

It's already been seen that the GOP monkey-spankers in the House can't really function and get their agenda passed with 4 votes to spare, so with only 2 to spare utter paralysis will be the most likely result. No MAGA revolution seems likely, then, outside a raft of dubious executive orders from the Ocher Ogre that can be immediately challenged or delayed in court and/or reversed by the next Democratic administration.
And tariffs! They're going to gut-punch the MAGA rubes (redundant turn of phrase, I know), especially in rural areas.
