What force is justified in war?

Japan's thrashing at Khalkhin Gol in August 1939 surely factored into their unwillingness to confront the Soviets militarily even after Hitler had invaded the USSR.

But truthfully there would have been little to gain for the Japanese from Soviet territory while the mineral resources available in Southern Asia were critical to their war machine.
