I tried doing a search but only came up with this news story where the North accused the south of using civilians as human shields before the conflict started.

Wouldn't it be more prudent, if you have to do military exercises, to do them way south so the north would not have an excuse to a ...[text shortened]... ence in the response of the north, an admittedly insane regime but why provoke them like that?

I think the north is reasonable for reacting like they did. The south completely ignored the north when they asked the south to conduct the military exercises at a more comfortable distance.
Why do you think the North is an insane regime? I think they are playing their cards very well. I think the Kim family is very sane and deliberate.

It's called turning plowshares into swords. The north is starving so they have to put on a blustery show of force. Of course it still is irresponsible of the South to conduct exercises right on the border. There is absolutely no reason for that except saber rattling. They both are acting like belligerent school kids.
