It's a spare day. It should be declared a public holiday the world over.
But that would mean only one holiday every four years. We should make a 29th of every February and delete the 31st of one of the other months to keep in sync with the cosmic clock.

So you'd then have a 31st of that month once every four years instead of a 29th February every four years? What would be the point of that change?

I think you're right. I guess we're left with no other option. One global holiday every four years.

Is there a glitch in the solar system?

In every place I have lived there have been numerous public holidays. I was suggesting countries add one more to them ~ the 29th February ~ and not replace the existing public holidays with "one global holiday".

Well then, start a campaign to lobby the powers that be.

Personally I think there are too many holidays as it is. People should be looking for more work and less play.

How many public holidays do you think there should be every year?

As a general rule, one every seven days plus vacation time. Otherwise everyone should be busy doing something besides standing around trying to find new ways to do nothing except play with themselves. 😉

You don't like there to be any public holidays at all? [Sundays are not considered to be "public holidays".]

What about people spending those public holidays with their spouses and children or visiting relatives? I don't see why the fact that some people might choose to "do nothing" is a reason for not having public holidays.

Think about it. One in seven plus about thirty days for vacation is around eighty days a year. That leaves only 285 days for productivity. We need more productivity and less leisure. Just my opinion. 😕

For whose benefit is this increased productivity? Is not the opportunity for rest and leisure a tangible benefit for millions of people?

If we're going to start messing with the calendar, we could tidy it up to 4 quarters each of 91 days, either 30-30-31 or 28-28-35, and then have New Years Day as a no-day public holiday. Leap years that would turn into a two-day holiday. Then we'd have a neat 52 weeks of 7 days, all the months would always start on the same days so only one calendar required and no annual reprints needed.

That still leaves that awkward 7-day week, but then 52 can't be neatly split in too many ways. I don't think we'd go for a 13-day week, somehow.
