how about this: moderators do not act unless there is a complaint about a post. if no-one complains, it is assumed no-one is offended. if there is a complaint, then one or more moderators look at it and make a decision.
and i agree with bbarr that there should be some sort of criteria one must fulfill before becoming a moderator...
