No I CAN'T. I also don't want that responsibility either. It is none of my business, as you say, and none of my expertise. My expertise is in what is put there in the car for use.
But I will still say it is completely IRRESPONSIBLE for any parent to put a child in a car unrestrained. The test results and crash results for the last 30 years speak for themselves, in that it is madness not to wear belts or restrain a child. 😉
Unfortunately, there is not test to measure responsibility before you are allowed to have children.

Good example...but again...there is no test and you can't stop even this woman from making the decisions that she made, or her doctor made.

I saw a family of five riding on a scooter in Jakarta at night in very busy traffic (five was the most I saw, and four was very common). Americans don't have a corner on "crazy".
