Maybe all people would. I think you'll find a black guy would include white in the reverse situation.
I don't know for sure, maybe people subconciously recognise differences but have to really think to see similarities.

The Bush administration is forcing all Americans to have a National ID card as of May 8, 2008. They say it's for 'our protection'. But then they open the borders and let anyone in the country! Does that make any sense!?
I think it's part of the Bush administration's overall effort to BREAK the Social Security system! Once they manage to break it then the government can step in and change the system. All those IOU's for money that the Bush administration borrowed will never be repaid.
