on windows XP you have a program on your start menu called Help And Support... in the search box, type in resizing windows and you will get all the help you need.... I'd suggest that the next time that you have computer questions you would get a better chance of getting help at a computer forum... this is the place that you come if you don't know how the horsey moves or how to castle...... here is a computer site :

I open internet exploer in 'normal view' (i'm not talking f11 - full screen) and until yesterday, all links, sub-windows etc etc, opened also in 'normal view'. Now, all of these other/sub windows open , but only about a third of my 'normal view'.

Seriously and this is the most helpful thing I can offer to you: Stop using IE. It is an awful program, it's security capabilities are practically non-existant, it breaks several web standards rules in the way it renders webpages and doesn't offer anywhere near the optimum level of useability. Please, if you do one thing today, download Firefox from here:
http://www.mozilla.org/products/firefox/
It's totally free, much better security-wise and you'll enjoy using it. If you do not switch from IE to Firefox, you are not only behind the times, you're suffering because of it. Welcome to the future.
Open a single IE window (which is presumably still too small)
Now open a secondary IE window by either right-clicking or shift-clicking
on any convenient link in the open IE window
Resize this second window to the desired dimensions
Close this resized window by clicking the X in the upper right corner while holding down the Shift key
Resize the still open original window as desired
Close this window by clicking the X in the upper right corner while holding down the Shift key

As a developer of 10+ years; I must admit I hate firefox.
It is a total pain in the ass to develop for firefox versus IE and I've never liked its usability or performance.
In short, I think Firefox sucks; but to each his own.
On a side note, I do like the UI of Safari.

As to usability, I totally disagree, one of Firefox's main aspects is meeting accessiblity needs. Tabbed browsing, CTRL + or - to change text size etc. I love the way I now use it.
EDIT: Although as a personal preference, I use Mozilla instead of Firefox

javascript:resizeTo(800,600);
(or whatever size you want to use; it is case sensitive). Then click on "go to"
Hope this helps

1. Get another browser (Netscape, Mozilla, Firefox, Opera...)
2. Get another e-mail client (Netscape, Mozilla, Thunderbird, Opera...)
3. STOP using Internet Explorer and use your firewall to block it from the Internet.
4. STOP using Outlook/Outlook Express and use your firewall to block it from the Internet.
