Ammmm, I don't think Wales is represented in the Union Jack. It covers England, NI, Scotland, and Wales, but afaik, Wales is the only of the four national flags that doesn't contribute to the UJ.
Ravello, the english flag is a white background with a red cross. Its called the flag of St George. If you ever see an english soccer match, its the flag that's everywhere. The hats are burberry btw. 😉

And,no,the regions weren't indipendent states at one time,maybe they were feuds at medieval age but never been real nations.
