no1 is correct that he hasn't played an OTB F.I.D.E. rated game in a long time. In fact long enough for his rating to be unlisted on their site.
an FIDE IC Arbiter needs to meet certain requirements and playing ability isn't one of them.

You should see the cheating at uchess.com. The top player is a moderator of the site and HE uses a program and 4 processors!! It is the saddest site I have ever seen. The guy must be lonely. Most players at that site cheat that are in top 10.

vs his performance in 05: I found his rating was mid 19's in 93.
Not a bad rating but in CC, not earth shattering either.
In 93, I was sent to Israel to work, my family came also, nice
four years. My company, Varian, gave me a comp to use while I was
there. I think it was all of 90 Mhz.
Think about what we use today. 2.4 GHz, 3.5 GHZ. 90 Mhz, that is
0.09 Ghz. So the machines of today are 50 to 100 times faster.
And thats only single CPU jobs. You add 4 processors and you are
nearly 500 times faster. So if it takes say, 10 minutes of cranking
on a 4 processor machine to come up with a winning move, then
400 times that= 4000 minutes per position. 600 times = 6000 minutes
or around 100 HOURS of 24/7 crunching time for those old
machines. That is only for ONE game. So he maybe was cheating
and the 90 or 100 Mhz box he was using could only crank out
1900 points at that time, or it could conceivably been his own brain
working. Like a dog who licks his balls, you ask why does he do that?
the answer: because he CAN.
