It may be an ethnic comment, but in this case probably not.
If someone say's that black are ill-equipped to play Rugby football; that is a racist slur.
If someone say's that the Irish are all drunks; that is an ethnic slur.
If someone say's that asian woman are all whores; that is a racist slur.
In my opinion we could do without the racist and ethnic slurs. Others seem to think that the forums would die without this form of jocularity.

Most people would assume that Mick and Paddy are Irish.
In this joke they could be seen as being representitive of all Irsih people.
And the implication is that they are stupid. Therefore the inplication could be that Irish people are stupid. Which would be ethnically/racially offensive.
If the joke was ... 2 people walking along... there would not be a potential issue.
