While "mate" is always the best move in the spirit of the game, there are times when a move other than but mate might produce a superior result. However, to not mate when a mate is "on the board for all to see" can be problemmatic. Thus, in what situation is a mating move not the best move and why and what strategy can be applied that best effectively substitutes for mating? (this is reality based and can be answered intelligently)

Offering a Draw in an Unrated Chess Game [with a friend, since it's outcome is obvious and the game itself is now a tedious waste of time]?

again, accurate and quite correct, although agreeing to a draw in a friendly unrated game is just a non-action. the question refers more to a situation that actually involves some real investment - you know, people watching or a rated game or other possibilities

Answer to the question "when is mate not the best move?"

mate, of course, is always the best move for a game; however, when playing an early round in a swiss tournament, it is possible that an early draw or even a loss can, in some pairings, result better subsequent matches. thus, an offer of a draw or even a resignation can be a stronger move than a mating move - if one looks beyond the immediate game.

The fly in this ointment is, however, that one cannot "not mate" when sitting and looking at a mate option. In considering the option of a resignation, however, it is noteworthy that the strategy is cheating by sandbagging, and, therefore, subject to disciplinary actions or, more likely, a tainted reputation.

Thus, what is the better move than mate?

Well, move slowly, have a close game, then, as time is about to expire, search for the best move. in effect, lose on time. of course this only works in real time pressure.

as noted in the hints, this is borderline and anyone can find a lot of holes in this cheesy suggestion.
