mate, of course, is always the best move for a game; however, when playing an early round in a swiss tournament, it is possible that an early draw or even a loss can, in some pairings, result better subsequent matches. thus, an offer of a draw or even a resignation can be a stronger move than a mating move - if one looks beyond the immediate game.
The fly in this ointment is, however, that one cannot "not mate" when sitting and looking at a mate option. In considering the option of a resignation, however, it is noteworthy that the strategy is cheating by sandbagging, and, therefore, subject to disciplinary actions or, more likely, a tainted reputation.
Thus, what is the better move than mate?
Well, move slowly, have a close game, then, as time is about to expire, search for the best move. in effect, lose on time. of course this only works in real time pressure.
as noted in the hints, this is borderline and anyone can find a lot of holes in this cheesy suggestion.
