I'm thinking the issue here isn't so much people claiming time outs but people claiming them the instant they become available. When that happens, I imagine it feels as if your opponent was sitting there like a hawk with a stopwatch.
Of course, there may be occasions where the timing is sheer coincidence and the person just happened to be logged on, noticed the "Claim Win" and took it without considering how long ago the timebank ran out. But if 4 or 5 games go in the 1st hour, I can imagine how that would feel.
Gumbie's comment about "sitting there waiting" for someone to move is pretty revealing. I DON'T sit there waiting, I play the games where it's my turn and I only look down the My Games list to see if there are any inactive games once every couple of weeks. That's the only time I NOTICE if an opponent hasn't moved. So I send a reminder.
Usually I send 2 or 3. I think the earliest I claimed a timeout was after about 3 weeks, and that was mostly because I hadn't subscribed yet and having an inactive game prevented me from starting a new one.
The T/O situation has always been a fun one on here to get people fuming.
Stlye and speed of play are very personal things. And, speaking from a personal perspectibr then it is clear that as soon as that skull appears, without a vacaction flag, then it is fair game.
My reasoning is more based around speed of play and volume of games. I make lots of moves and often have concurrent games in the hundreds I like to keep the list clean and it tests my patience when people drag this out. I don't like anything 14 days or above so when I end up in such a game I get frustrated.
It's not about racking up points, you can see that from my rating history, it's about enjoying the game, and for me that means going at a pace I am comfortable with, I simply do not enjoy long drawn out games, they just become irritating, so much so that I have often simply resigned a winning position in order to stop getting annoyed at a particular game.
I am the same when I get stuck behing some old git in a Honda Civic on a country road going at 40mph - I just want to get past and I am happy to overtake above the speed limit in order to do so and then sit back at 60mph like the sign says.
The rules are plain, get over it or speed up.
Hello! its timed Chess, if it was on board you would lose, its online, you still lose, and guess what, just because this is correspondance that doesnt mean you can whine, plus you have the option of timebank, which is unheard of anywheres else, and if you still get timedout, then its your own fault so give it up, ive been timedout over 1000 games, what can you do, you just smile and work hard towards working your rating back up! Stop whining, try lossing that many games! Gesshhhhh lol...

I guess I'm saying that the reason people get annoyed is when there is a clash of personal styles. Presumably, Lazerblue, if you got time out within the first hour of it being possible you would cop it sweet. Whereas someone who gives opponents plenty of time would get annoyed when it happens to them.

Timed chess online involves logging in every now and then, possibly during limited opportunities. There's a huge difference.

Little Bear is dark on me because I did take the T/O's as allowed for in the rules. I agree to an extent, that if someone habitually enters games with timeouts and timebanks that are too short for their style they are getting themselves in trouble.
I err on the side of caution - I never go for less than 3 day time out even though I *usually* play 2 or 3 times a day. Because every now and then I can't. I think there's only been one period I even started running my timebank down... and got several reminders within the half day it was happening!

Therefore if you do end up playing someone of an "opposing style" you need to be aware of it and accept all possible outcomes.
I am currently playing an opponent and we are coming up close to a year on this particular game. It has a 21 day t/o and he moves about once every 21 days. I don't think the game is winnable for either one of us, but as his rating is 200 points higher than mine, I guess he is hoping I will forget about the game. It is likely that I may die first! I'm trying to keep some humor about it as it is only a game, but alas, it goes on and on...."until the last syllable of recorded time."
