It works both ways, one rule for all.
Is "American" a race? For example, I don't know anyone who would call "South African" a race. These are nations composed of many different races as far as I know, not races.
But maybe some new definition of race has been concocted that replaces ethnicity with nationality, and they've just neglected to let us all in on the secret.

What a coincidence. Just last Wednesday after Defense cuts were discussed in the UK, there was a "leaked" letter by the defense secretary warning about the dangers of doing so.
And, lo and behold, just a few days later we have warnings over potential multiple threats of terrorism in Europe.
