I am advised that a game in which I am involved may be "timed out" How does one accomplish such an action?
There are two time control settings; time out, and time bank. The controls are selected when a new game is created.
When you get a new game, check the game info before doing anything else. The selected time controls are shown with the game info, and if you don't like the selection made by the person that created the game, just don't play it. Offer your own choice instead, or just delete the game and find another one.
The timeout setting is the number of days you have to make a move, and as soon as you do make a move it will reset to the original time value. The time bank is a safety reserve. When you run out of the timeout amount and it hits zero, you will then start using the time bank. When you do move while in time bank, your timeout time will reset to the full amount again, but the time bank will not be reset.
If a player uses all of their timeout and time bank they are then in danger of having their opponent claim a win on time.
But claiming a win (taking a skull) is optional, except in tournaments and possibly other competitions involving more than a single game. (I'm not sure on clan games, ladders, etc. but someone else can probably provide that info)
As a non-subscriber you are limited to a fixed number of games that you can have going at one time, so if you have a game where your opponent has stopped moving, as appears to be the case for you, you probably should just go ahead and claim the win, so you can get your full allowed number of games back. If you look on your 'my games' page, any game that can be 'claimed on time' will have a skull icon for you to click.
If less than three moves have been completed, there will instead be a 'delete game' icon for you to click in order to get rid of the game. When a game is 'deleted' it will not change your statistics or rating.

Where the game has not completed two full moves, timeout is not possible. You can delete the game instead.
