After considerable mulling, I have concluded that one of the following must be true:
1) The good General is having us on (taking the piss, I believe is the Britishism).
2) The General is exploiting some obscure Britishism to support what would otherwise be unsound logic, instead of using proper, American 😀 English.
3) The good General has slipped a cog and must be relieved of duty.
4) The good General has assumed that the troops are so cowardly as to avoid taking their lumps, from the other (assumed superior, or even invincible) opponent.

As you suggest, of course, we should consider not so much the original statement, but the obverse. That is rather than, "Always assume your opponent will make the best move available to them", it is much better to contemplate, "Never assume your opponent will make a crap move!" Although the exclusivity of the "always" and "never" seem a bit too harsh, the wisdom of the second is undeniable.
