ELO (from american profesor E.A.Elo who invented it) = international rating system or in conversation language - international rating. You can get it, playing in international tournament against opponents with ELO.
I` dont remember exactly (because I got ELO more than 3 years ago in 2003), but I think you need to play at least 8 games against ELO-rated op ...[text shortened]... t them.

Anyone that has played in a USCF event has an ELO (rating).
RHP uses Elo's system, too, so all that have completed five games here have an ELO (rating).
Mark Glickman currently runs the USCF ratings, and his Glicko ratings are superior to Elo's; growing numbers of sites and organizations use the Glicko formula, which is a modification of Elo's. Elo's concepts improved, not refuted.
