Well, the Black pawn is on e3, is moving down the board, and his king is in front of it, right? On e2?
So how can White stop the pawn from queening?
its reverse, that would be the black king on e7, black pawn on e6, and white king on e5.
White to move.

1. Ke4 Kd6
2. Kd4(taking the opposition, if black moves his king to f6 then you oppose there) e5+
2. Ke4 Ke6...
then just repeat this pattern over and over until the white king is on e1...

Sorry that I have no idea on how to make a FEN, but is a very simple position, black king on e2, black pawn on e3, and white king on e4, white to move.
I say its a draw.
EdIT: my mistake. reverse position, black king on e7, black pawn on e6, and white king on e5.
