OTB is over the board chess. Playing against a person face to face.
A simul is when a strong player plays a number of weaker (comparitively) players at the same time. I played against Nigel Short recently in a 30 player simul.
But I was asking about ratings on this site. In a normal game, say? Then which is the number that matters?

Correct, simuls are never rated.
Also OTB ratings are typically calculated in cycles, normally 4 per year. The list is then released for use in seeding and invites to upcoming tournaments.

they update ratings after each tourny.
