Jesus was tried by ordeal with Satan and came though. During that process Jesus used only scripture to answer Satan’s tricks and temptations. Jesus quotes the angels being sent to protect him which incidentally is exactly what happens in the second part of the chapter.
However your pinpointing this piece in where Jesus says “today in your hearing this scripture is fulfilled” is interesting, why do you pick on that particular piece I wonder. At that moment Jesus was declaring himself the Messiah but they didn’t hate him for it at that point did they, they hated him when he said they were not the poor and afflicted who would benefit. The people didn’t seem to mind him being claiming to be the messiah is was the Pharisees who were offended at that. No the people just wanted the good stuff.
The interesting thing for me in this chapter is how Jesus is tempted in the wilderness, overcomes and them immediately ministers and is protected by the angels mentioned in the first part of the chapter. This shows how Jesus was tested prior to his ministry, he was trained before going into battle.

Your post doesn't seem to be very well thought out.
Your first paragraph seems to indicate that your intent is to show how jaywill has a correct understanding of Luke 4:16-21, but then you largely went off on a wider tangent than jaywill's tangent.
As another example you wrote, "Jesus quotes the angels being sent to protect him..." when actually it's the devil who refers to angels.
