Of course not.

Non-profits I donate to spend 90+ percent of their revenue on programs. Does government come even close to that?

And government is less efficient because of the layers of bureaucracy through which each dollar travels (and gets smaller,) and employees whose primary focus is self-preservation and whose performance evaluation is based on quantity and not quality.
