Even David in the book of Psalms at times thinks that those who do "evil" live a blessed life. In his darkest hours, he asks the question, why and what good is doing good?
But it is David who we talk about, not those who acted wickedly during that time and will be forgotten for all eternity.

I'm thinking that it's called "evil" when someone appears to have benefited by harming others, as where those who do not appear to have benefited from harming others are either labeled stupid or insane, depending upon the severity of their lack of judgement.
