It reduces passion by causing sensory overload and reducing natural desires... That is my guess as to what you mean by reducing passion.
Of course, as I had said before, there are the good passions, the natural passions. God created everything, including lovemaking, and lovemaking is not ugly by any stretch of the imagination. We do not have to pretend that there is something unacceptable about it, and the inclinations that we have to it have their own sort of romance to it. Coupling is beautiful.
However, impure thoughts on coupling is negative.

So basically... You can have it with your boyfriend/girlfriend who is your fiancee.
There are some other issues of oikonomia, I am sure, and perhaps it woudl also be true that there are people who should never skate otu of the lines at all...
I can't speak for every Christian but anything that would stray far from the above advice would probably be wrong...

I wager that many couples have lots of impure thoughts about each other before they finally get together.
