Your second question,,,Why not ask me if 'individuals' in a state should be able to do anything they want to regardless of its impact on the other millions in their state? Are you saying that no laws regarding individuals, and all which that comprises and entails, should be made by a legislature? What other areas in society should the legislature keep their noses out of?????? This may be a good discussion, but you would have to rephrase this question with a more realistic premise.

So, since they are not in it, that leaves the state to "FORCE" all this stuff that you impute to be forced. You see, if someone wants abortions to occur in the hospital next to my office, I would vote against it. Can you force me to not have a say in it, since it has my state involved in it? Do you think it is right for you to block me at the voting precinct? Block Everybody? So, YOU decide about the woman aborting a fetus/baby??

I would agree there are many rights that should be safe beyond the whims of the average voter. The right to life is the grand daddy of all rights upon which other rights are based, freedom of expression and the right to own the means of self defence are two obvious ones, the right to not have what you have created be plundered by a gang just because the comprise 50.1% of the voting public is another.
You do realise what the abortion debate is about don't you, it's about the grand daddy of rights, i.e. the right to life. A lot of god botherers believe it starts at conception. I don't, and my cop out answer used to be if it's inside the woman it's nothing more than a parasitical maggot (shag doody, suzi and kev) but when you get into the mechanics of a late term abortion it gets a bit messy. So we have the extremists like shag doody, suzi, kev, vivify (and y'self? ) advocating for carving up brains, limbs, hearts and wanting people totally opposed to that to support it through taxation (No.1 is in this category) you can see why some are very adamant.
I put it to you that the late term fetus butchers are driving a backlash.

As for crossing state lines the whole issue boils down to proximity of abortion clinics, they're still there, some with open welcoming arms, get on a plane and go there, nowhere in the US is more than a day away, no passport, no visa.
