Reagan inherited a deficit of 70 billion and increased it to 175 billion. Bush 41 took it up even higher to 290 billion. Clinton got it to zero. Bush 43 started his presidency with a budget surplus and left office with 1.2 trillion in deficit spending. Obama halved it to 600 billion. Trump got it back to a trillion.

If you were interested in which political philosophy was most aligned with deficit reduction, I think it would be prudent to look back at the actual performance of the parties in carrying out this interest. Four GOP presidents in a row have consistently increased deficits by a lot over their terms in office. The two Dem presidents that interceded those 4 GOP presidents each managed to reduce the deficit by a large margin. But maybe you're going on feelings not actual results?
Regarding your footnotes and persons in the room, sure. I would hope that the persons in the room with the elected leaders who promised to rein in government spending and reduce the deficit would ask 'how are we going to pay for this [insert arbitrary footnotes]?"
(aside that Trump's "footnote" was a booming economy, record low unemployment, record low mortgage rates, stock market etc. He STILL INCREASED THE FEDERAL DEFICIT BY $400 BILLION. THAT'S PRE-COVID.
