There were plenty of beds, they never ran out. There was an empty ship available.
So why not empty one nursing home, quarantine the healthy ones for a week or two in a empty facility, then move them into a different nursing home?
Use one facility for all covid patients.
Seems easy enough and logical. But no, they just sprinkled covid patients among multiple facilities.

Your after the fact suggestions are unrealistic in a largely privatized health system dealing with a sudden emergency. The State officials did their best with the resources available; even if they erred, this hardly supports your absurd conspiracy theory that they deliberately targeted the elderly population for extermination.

So the real problem wasn't with the State trying to insure that there were sufficient hospital beds for COVID patients who required possibly life saving treatment (rather than have those beds occupied by patients already out of danger) but with private nursing homes who ignored regulations to make a buck.
EDIT: BTW, that's "readmit" meaning those patients had already been living at the nursing homes in question, had presumably caught COVID there and thus their re-admission would not spread it to a facility which hadn't had any cases as Eldy as persistently insisted.
