Why mandate that Covid-19 infected people be shipped off to unprepared nursing homes? Buildings that trap the most vulnerable people inside, sharing and breathing the same air, assuring their eventual infection and death? The excuse that the nursing homes should have practiced social distancing is if anything cold-hearted. It's a "you get what you deserve for not following rules."
How about instead Cuomo avoids the deathtrap scenario altogether by NOT willfully sending infected people into nursing homes. It's not like he was out of hospital beds.
You don't just throw a 5-gallon container of gasoline on a campfire and then shame everyone who gets burned for not practicing the proper campfire distancing.

A person has contact with a nursing home resident. That person goes home and does not return. The nursing home resident gets sick from exposure. The sick resident is taken to the hospital.
A week later the sick but stable resident is returned bringing covid back to the nursing home.
